The skin around the eye is thin, mobile and expressive. It sits above tissue that holds fluid readily and moves thousands of times a day, which is why the area registers a short night before anywhere else does.
It is also the area where cosmetic marketing makes its least defensible promises. So it is worth separating what a product can reasonably influence from what it cannot.
Three different concerns
Puffiness
Largely a matter of fluid, sleep, posture and sometimes allergies. Cooling can feel soothing and may temporarily help the appearance of puffiness; sleeping slightly elevated and a light upward-outward touch during application often do more than any single product. These are appearance and comfort effects, not treatments for a cause.
Dryness

How to use it properly

Never apply it to the lower lash line or the inner rim of the eye, and avoid direct contact with the eye itself. If product does enter the eye, rinse thoroughly with water.
